Volume 5: Animal Health, 1989-96 4.854 We have noted earlier the advice of officials that it was not desirable to prevent the continued incorporation of animal protein in animal feed. The question continued to be a matter of public concern. SEAC advised in October 1992 of a possible danger if porcine protein were to be fed to cattle. However, even when considering the BABs in 1995, SEAC did not suggest any wider action prior to March 1996 (see vol. 11: Scientists after Southwood). We examine this question further in Chapter 2, where we conclude that it was reasonable for MAFF officials and Ministers to proceed on the basis that a general ban on animal protein in animal food was not required. |
